Okean O. This image is a stack of about 16 frames grabbed from video at 720x576 pixels. The solar panel and 2 sections of the main body have clearly been resolved.

According to this source the satellite is 3-axis stabilized to within ±10 arcmin. The solar panel provides 3.5 kW of power. Total weight is 6150 kg. The main body of the spacecraft is cylindrical and  has a diameter of 1.9 m and a length of 6.6 m. The orbit is sun synchronous. 

This picture from the National Space Agency of Ukraine shows that the main body does have 2 distinct sections. It seems likely that the length of 6.6m given above refers to the front cylindrical section only and the total length is about twice that or 12m. On my image the main body is about 16 pixels long which corresponds to 3.8 arcseconds or 12m at 660km range. (the figure of 16 pixels ignore some which appear to be part of the general edge blur)  

This screen shot from a VRML simulation shows a basic model of the satellite in YVV flight mode.The match to the orientation of the image is good so we can conclude the satellite is still in stable flight. (in the simulation red=X-axis, green=Y-axis and orbit direction, blue=z-axis)
